1: Puerto Rico
Taking the number one spot for the Caribbean is Puerto Rico, which, however, ranked 64th globally. This was actually an improvement from 2018 when it ranked at 68th.
Still the island showed a decline in progress in several areas, including in Starting a Business, Dealing with Construction Permits, Getting Electricity, Registering Property and Resolving Insolvency but it showed improvement in the area of Enforcing Contracts by moving up to 63rd globally.
